Updates Regarding the Proposed Pallet Shelter Project

Proposal: On June 14, North Snohomish County Outreach, in collaboration with Generations Community Church, submitted a request for review for Marysville Pallet Shelter Transitory Accommodations (file # M21-002). They are "Requesting approval of a Pallet Community Pilot project to provide non-congregate shelter for adult individuals utilizing 4,515 square feet of the parking lot of Generations Community Church. The proposal includes the installation of eight (8) 64 square foot pallet shelters six feet apart, with two (2) bathroom/shower units. The program is available to single adults that have been screened with the capacity to work, or are already working, and may not be eligible for financial housing assistance. Initial term is 90 days with proposal to extend if successful." (source RFR-M21002).



This is not a City of Marysville Project, but an independent outreach by North Snohomish County Outreach with the collaboration of Generations Community Church. Residents, community members and businesses can submit their written comments until July 9th. Written comments can be emailed to Haylie Miller, CD Director and Amy Hess, Senior Planner.


The next Marysville City Council Meeting is June 28th at 7:00pm on Zoom and with limited in-person attendees. They will send you a link you can view from your computer or cell phone from home. You can also view some of the documents (but not the permit application) on the North Snohomish County Outreach website along with an FAQ they have prepared.


NSCO has planned a presentation via zoom for June 30th at 6:00pm. In order to attend you must preregister at their website using this link. My neighbors and I are also working with several HOA's in the area to compile a list of questions we plan to submit to NSCO in advance of their meeting. Due to the number of written concerns the City of Marysville has received, the proposal is now required to be considered by the Marysville Hearing Examiner, an independent third party. The Hearing Examiner will hold a public hearing and take public testimony prior to rendering a final decision on the matter. The public hearing date is not scheduled yet. Public notices will be provided at least ten days prior to the hearing date and will be shared on our blog as well. Please note, this hearing is to consider the proposal to establish this use (temporarily) for 90 days (which is currently allowed in code).


North Snohomish County Outreach has also indicated that they wish to establish this use on a permanent basis. This is currently NOT allowed in code and would require a formal code change in the future. This process with occur after the temporary pallet shelter is in operation for 45 days. After 45 days or more, staff would bring forward the recommendation to the Planning Commission and the City Council for review. the recommendation would include information on the operations of this facility, whether or not it achieved its goals, and how it is functioning per the plan.


The city is currently in the very early stages of review for this project. It is not too later to submit your public comment. All public comments received will be entered into the record and considered during the review process. The application, including all public comments, will be reviewed and a staff report will be prepared with a recommendation to the Hearing Examiner. After the public hearing is held, the Hearing Examiner will render a final decision within 14 days.



It is not too late to sign our petition! We currently have 474 signatures in less than a week with more added every hour!
